  • TEN 01-14 (PDF) July 7, 2014 Strategies for Using Workforce Investment Act (WIA) Youth Formula Funds to Serve Court-Involved Youth and Youth At-Risk of Offending
    • Purpose: The WIA Youth Formula Program provides funds to state and local areas to serve low-income youth ages 14 to 21 who face barriers to employment. The purpose of this notice is two-fold: to provide examples of strategies that may prove useful for WIA programs that serve court-involved youth and youth at-risk of offending, and to offer points to keep in mind in designing and operating programs for this population.

    • Purpose: To replace the previously issued Training and Employment Notice (TEN) No. 14-12, Receiving Ticket to Work Payments as an Employment Network, issued on December 4, 2012. This TEN announces that the Workforce Investment Act (WIA) Employment Network (EN) Payment Agreement has been rescinded by the Social Security Administration (SSA), and provides information on a new process for public workforce entities to become ENs under SSA's Ticket to Work and Self Sufficiency (TTW) Program.

Additionally, the Department has established a Resource Page that contains resource information on the Workforce Act, including implementation timelines and questions and answers.

    • Purpose: To advise state workforce agencies of the Employment and Training Administration's (ETA) efforts to 1) re-engineer UI benefits program accountability processes in response to the UI system's needs within the context of available capacity and resources and 2) to advise states of ETA's intent to engage states to gain their input in the re-engineering process.

    • Purpose: This notice announces the Survey about the Use of Technical Assistance by State and Local Workforce System ( Technical Assistance Survey ) and encourage responses from public workforce system representatives who receive the survey. The Employment and Training Administration (ETA) will survey samples of state workforce agency directors, local workforce investment board (LWIB) directors, and ETA competitive grantees. The survey will ask about the types of TA available, the manner the TA is accessed, uses of the TA, and actions taken as a result of the TA. This information will contribute to a report on the extent of and type of use of TA in the workforce system.

And to encourage the workforce system, through resources and information, to assist the long-term unemployed in returning to work.

  • TEN 17-14 (PDF) January 13, 2015 Announcement of the Web-Based Survey and Site Visits for the Evaluation Study of the Accessibility of American Job Centers to Individuals with Disabilities
    • Purpose: The US Department of Labor (Department or DOL) is sponsoring a study to help policy makers and program administrators understand the level of accessibility of American Job Centers (AJCs) for individuals with disabilities. The purpose is to aggregate data to capture a broad overview of the degree to which AJCs, on average, are accessible to individuals with disabilities. The issue of accessibility is of particular interest to multiple stakeholders, including customers of the public workforce system, Congress, state and local leaders, AJC Managers, and the Department, as we seek to help identify ways to improve accessibility. The study will not be used to audit for compliance with the laws and regulations regarding accessibility of AJCs.

    • Purpose: To disseminate the final report of a study to develop an enhanced military to civilian occupational crosswalk under the provisions of Section 222 of the VOW to Hire Heroes Act and to alert the workforce system and its partners of the availability of the study and resulting enhanced crosswalk. The enhanced crosswalk is designed to help transitioning service members and veterans expand their potential options to transfer military skills and training to civilian careers and employment.

    • Purpose: To announce the availability of $100 million for American Apprenticeship Initiative Grants to public-private partnerships. The Department will award approximately 25 grants from $2.5 million to $5 million each, for a period of performance of 5 years from the date of award. The deadline for applying is April 30, 2015.
