    • Purpose: To encourage outreach to tribal organizations, facilitate tribal representation on local workforce investment boards, and provide information on resources available to support tribal workforce development projects and programs.

    • Purpose: WIN 0063 proposes the following service changes to SKIES services: 1. Deactivate Short-term procreational services; 2. Modify Paid by other services; 3. Modify Keytrain services; 4. Deactivate Referral to H-2A program job opening.
  • WIN 0064 (PDF) December 26, 2014 Federal Awarding Agency Regulatory Implementation of Office Management and Budget's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Final Rule, 2 CFR 200
    • Purpose: The purpose of this WIN is to address the consolidation of circulars and provide references for state and local WorkSource system partners, current fiscal policies and OMB Circulars A-87, A-110, A-122 and A-133 requirements are still in effect for funding distributed prior to December 26, 2014.

    • Purpose: To communicate the State's decision to formula-allocate $2 million in Fiscal Year 2015 (FY15) Rapid Response funds to bolster local area FY15 WIA Title 1-B Dislocated Worker allotments.

    • Purpose: The purpose of Change 1 is to announce the new Super Circular webpage on Inside WorkSource as a technical assistance and training resource for system partners implementing the new requirements.
  • WIN 0065 Change 1 (PDF) March 13, 2015 Distribution of Fiscal Year 2015 Rapid Response Funds to Local Areas to Serve Additional WIA-Eligible Dislocated Workers
    • Purpose: Change 1 reflects an updated table that provides the new program and cost pool amounts for your FY15 Dislocated Worker grant packages. The previous table provided the updated Total Dislocated Worker (PY14/FY15) allocations.
  • WIN 0066 (PDF) March 13, 2015 Revision of state WIA Title 1-B Policy Regarding Veterans Point of Entry
    • Purpose: To communicate Revision 2 to state Workforce Investment Act (WIA) Title 1-B Policy 3415 and resolve a US Department of Labor (DOL) finding against the state related to non-compliance program in data validation record retention requirements.

    • Purpose: To resolve a US Department of Labor (DOL) finding against the state related to non-compliance with Workforce Investment Act (WIA) Title 1-B adult and dislocated worker program sequence of services requirements for core, intensive, and training services.
  • WIN 0056 Change 2 (PDF) April 3, 2015 Lower Living Standard Income Level by Family Size
    • Purpose: to communicate Washington's 2015 Lower Living Standard Income Level (LLSIL) by family size. Change 2 also provides:
      • The process of calculating the LLSIL for families with more than 6 members
      • US Department of Health and Human Services (HHS) poverty guideline for a family of one in place of the corresponding LLSIL as the former is the higher standard.
