Salary Range: $23.20 per hour
Opening: There is one full-time opening in the Yakima County Public Services Department – Accounting Division. Performs professional level accounting activities involving research, evaluation and development of financial recommendations. Drafts systems and procedures for compiling, tracking and monitoring financial accounts. Prepares budgetary projections and provides financial assistance to accounting support staff for the Public Services Programs. This recruitment may be used to fill part-time and full-time vacancies which may occur within 90 days of the posted closing date.
Essential Job Functions:
Analyzes and evaluates a variety of fund accounts for financial information such as funding Sources, investment options and contract compliance; recommends appropriate action.
Analyzes and monitors cash flow to maximize investment activity for Public Services funds. Authorizes Investments. Prepares financial forecasts including preparation and distribution of cash flow recap reports.
Compiles, monitors, maintain and analyze County budget information; prepares budget documents, budgetary projections and recommendations. Monitors grant activity and assigns billing.
Researches and reviews files and account historical records to prepare financial forecasts of revenue and expenditures.
Reconciles general ledger/job cost and prepares annual financial reports (SFA) And assists State Auditor’s staff by compiling requested information.
Performs other duties as required including duties of the lower levels.
Working Conditions/Physical Requirements:
Duties are performed primarily in an office setting; Positions in this class typically requires stooping, kneeling, crouching, reaching, standing, mobility, fingering, grasping, talking, hearing, seeing and repetitive motions. Rated as sedentary work: exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting, most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Equipment Operated: Personal computer, calculator
Knowledge of: Practices and principles of project management; Generally Accepted Accounting Principles;
Financial theories and principles; Laws and regulations governing area of assignment; Fixed Asset accounting principles; Governmental and fund accounting theories and principles.
Skill in: Applying Generally Accepted Accounting Procedures (GAAP); Assigning and monitoring the work of others; Interpreting policies, procedures, laws and regulations; Tracking investments and cash flow and analyzing financial information; Preparing sound financial recommendations; Paying attention to detail and accuracy; Preparing complex financial reports and statements; Using office equipment such as phones, copies, calculators and fax machines; Using a personal computer and related software applications; Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public; Communication, both oral and written, sufficient to exchange or convey information and to give or receive work direction.
Experience and Training: Bachelors Degree in Accounting, Finance, or Business Administration or related field plus one year of financial experience OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.
Experience with governmental accounting, accounting analysis, project management, and grant accounting.
Note: This is a Yakima County Public Services Department Clerical, Technical & Professional Employees Group Bargaining Unit Position. As a condition of employment you are required to become a member of the Bargaining Unit or pay representation fees per the negotiated contract.
