the position of

HEAVY EQUIPMENT OPERATOR

Hiring Range: $20.12 per hour

Opening: There is one full time (100%) opening with the Yakima County Public Services Department, Solid Waste
Division. Positions may be assigned to work at Terrace Heights Landfill, Cheyne Landfill or Lower Valley
Transfer Station. This recruitment may be used to fill other full or part time Heavy Equipment Operator positions at
Yakima County Solid Waste facilities within 90 days of the closing of this recruitment.

Position Work Schedule: The Solid Waste Division operates seven days a week at multiple sites. Shifts to be determined.

Essential Job Functions:

Operate a D-8 Dozer or similar for the grading excavating, backfill and pushing a waste. Operate a refuse compactor to achieve appropriate compaction of waste. Operate a twin engine scraper for covering compacted waste and excavating and moving soil. Operate a wood waste grinder for the grinding of materials. Operate other equipment to include but not be limited to front end loader, water truck, bin truck, and waste truck and walking floor trailers.

Apply knowledge of driving laws and proper use of equipment, road building materials, basic survey principles, construction safety principles and environmental regulations related to landfill work. Identify potentially hazardous or unacceptable materials at the job site and coordinate proper disposal.

Responds to inquiries and complaints from the general public; interacts with the public to ensure safety within the landfill, transfer station and recycling areas; explains policies and ordinances related to the Solid Waste Divisions. Performs other duties as assigned. Monitor, control and direct activities at the job site; control flow and sequence of truck dumping, direct customers to appropriate areas.

Respond to on-site accidents, emergencies including fires and explosions and hazardous spills to assess immediate concerns and to respond to them with equipment.

Perform visual safety inspections of equipment; checking fluid levels and tire pressure, refueling equipment, maintain vehicle cleanliness and perform pre-trip (walk around) inspections.

Working Conditions/Physical Requirements:
Work is performed primarily outdoors for extended periods and under unfavorable weather conditions. Requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, mobility, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Rated as heavy work; exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Minimum Qualifications:
Knowledge of: Road and facility maintenance techniques; mathematical calculations sufficient to determine slopes and grades; preventative and equipment maintenance techniques including troubleshooting; safe equipment operation procedures; safety precautions related to waste disposal; surveying principles; and customer service techniques. Demonstrated application of safety procedures; demonstrated ability to respond to on-site situations; and demonstrated ability to identify potential on-site hazards.

Skills in: Performing activities related to operation of heavy equipment; applying a working knowledge of possible exposure to biological and/or chemical contaminants; using surveying instruments; driving equipment within landfills amidst heavy traffic; determining a course of action if needed related to potential contamination; setting a grade; reacting quickly and correctly in emergency situations such as a landfill fire; interacting with the public, businesses, contractors and city haulers; applying customer service techniques; establishing and maintaining effective interpersonal relationships at all organizational levels and with the public; and both oral and written communication sufficient to exchange or convey information and to receive work direction.

Experience & Training: High School Diploma or General Equivalency Diploma (GED) and four years equipment operation experience; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job. (Note: Successful completion of Job Corp Heavy Equipment Operator Training Program or equivalent training programs will be considered as meeting the requirements.)

Licenses Required: Class A, commercial drivers license. Preferred endorsements: air brakes, tanker and hazardous waste endorsements

Preferred: DOE certification as a manager of landfill operations (required within one year of appointment.)

Selection Procedure:
First consideration will be given to employees of the Public Services Department. Second consideration will be given to other County employees. Third consideration will be given to the general public.

Applications will be evaluated on the basis of past experience and training. Those rating the highest on the minimum qualifications screening will be contacted for a field exercise and an oral interview relating to the specific requirements of the position.

Note: Employment is contingent upon successfully completing and passing a pre-employment drug screen.

This is a Solid Waste - Teamster’s Bargaining Unit position. As a condition of employment you are required to become a member of the Unit or pay representation fees per the negotiated contract.
