LAW ENFORCEMENT SPECIALIST

Salary: $2,637 per month
plus $91.86 per month deferred to the Teamsters Pension Trust, plus an excellent benefits package

Opening: The Yakima County Civil Service Commission is now accepting applications to form a register of eligible candidates for the position of Law Enforcement Specialist with the Yakima County Sheriff's Office.

Selection Procedure:
Applications and required documentation will be accepted until 4:00 p.m., Thursday, May 15, 2014. Applicants will be evaluated on the basis of past experience and training. Applicants claiming veteran’s preference eligibility will be required to complete the Application for Veterans’ Preference Form.

Essential Job Functions:
Creates, summarizes, edits and/or distributes a variety of documents such as correspondence, reports, court orders and written opinions, criminal records, police reports, legal documents and/or forms.

Performs research in specialized computer systems and prepares related reports.

Reviews and coordinates the defined work of other staff including review of various reports, forms and documents to ensure compliance with governing laws, rules, regulations and standards.

Creates and maintains complex files and databases such as official records, legal case files, criminal records and/or police reports. Maintains filing systems by deleting, purging and destroying records in accordance with established procedures.

Performs specialized activities such as registering sex offenders, processing, preserving, maintaining and disposing of property and evidence, evaluating court commitments for disposition, interviewing clients or victims, performing criminal background checks, determining identity through fingerprint patterns, and/or providing non-certified legal interpreting services.

Performs cashiering activities such as setting up cash drawers, accepting payments (concealed weapons permits, fingerprinting, etc.), issuing receipts, balancing drawers and/or running register tapes.

Other Job Functions:
Performs other job related duties as required.

Working Conditions/Physical Requirements:
Positions in this class typically require: stooping, kneeling, crouching, reaching, mobility, fingering, grasping, talking, hearing, seeing and repetitive motions. Sedentary work: exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Contact with the public in an adversarial setting. Potential exposure to contaminants such as chemicals or body fluids. Mental stress may occur from the nature of the services provided.

Equipment Operated:
Typewriter, telephone, computer terminal, photographic equipment, copy and fax machine, fingerprinting equipment, cash register, TDD machine for the hearing impaired.

Minimum Qualifications:

Knowledge of: grammar, spelling and punctuation; file maintenance techniques; customer service techniques; terminology and basic procedures in area of assignment; office practices and procedures.

Skills in: creating and maintaining file systems; applying customer service techniques; taking minutes, transcribing notes or recording hearings; preparing technical reports and paying attention to detail and accuracy; performing basic mathematical calculations; using office equipment such as phones, copiers, calculators and fax machines; using computer and related software applications; establishing and maintaining effective interpersonal relationships at all organizational levels and with the public. Communication, both oral and written, sufficient to exchange or convey information and to receive work direction.

Experience and Training: High School Diploma or General Equivalency Diploma (GED) and three years general office or specialty experience, preferably including some experience with a law enforcement agency; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required at time of application: Keyboarding Exam with a minimum of 30 net wpm to be taken in Human Resources. Applicants meeting this requirement will also be required to take a proficiency exam demonstrating knowledge of Microsoft Windows and Word (scheduling of all exams dependent on availability of equipment).

Special Qualifications:
Provide evidence of U.S. citizenship (e.g. birth certificate); provide evidence of high school diploma or GED certificate; be at least 18 years of age; be determined suitable for the position based on the results of a background investigation, polygraph examination, and psychological examination prior to being hired.

Applications will be evaluated on the basis of past experience and training.

Experience using Word Processing and Spreadsheet software products is preferred.

Examination:

Only applicants who pass the keyboarding, Word and Windows exam with 70% or more, and are among the top 20 applicants or 50% (whichever is greater), shall be eligible to proceed to the oral exam. Applicants must qualify with a 70% or more on each part of the examination.

Documentation is required at the time that applications are submitted. No application will be accepted without required documentation.

Special Requirements:
This is a Yakima County Teamster Contract Bargaining Unit position. As a condition of employment you are required to become a member of the Unit or pay representation fees per the negotiated contract.

This position may require work on a rotating shift basis to include nights, weekends and holidays. Work may be performed at either the Sheriff's Office (downtown, Yakima), one of the Precinct Offices or the LEAD Office.

This is a Civil Service position; Civil Service Rules and Regulations apply.
