Asbestos

Definition


Asbestos-containing waste material means any waste which contains commercial asbestos and is generated by a source subject to the provisions of the Code of Federal Regulations (Subpart M - National Emission Standard for Asbestos, Part 61) including asbestos mill tailings, control device asbestos waste, friable asbestos waste material, and bags or containers that previously contained commercial asbestos.

Policy


The Terrace Heights Landfill is the only landfill permitted in Yakima County to accept asbestos waste materials. Only waste derived within Yakima County will be accepted. Abatement & Removal Procedures


Customers must contact Yakima Regional Clean Air Agency, located at 329 North 1st Street, Yakima, WA 98901 before beginning asbestos abatement.

Disposal Procedures


The asbestos waste material shall be adequately wet so as to leave no visible emissions and be sealed into leak-tight containers or double-bagged in 6 millimeter (minimum) polyethylene, and properly labeled with 1 inch (minimum) lettering stating:
  • Danger
  • Contains Asbestos Fibers
  • Avoid Creating Dust
  • Cancer and Lung Hazard
Customers must call the Solid Waste Office at 509-574-2450 at least 24 hours in advance to make proper arrangements for asbestos disposal.

Customers must fill out an Asbestos Waste Shipment Record (PDF) prior to disposal. Forms are available at the Yakima Regional Clean Air Agency Office.


Disposal Schedule & Fees


Disposal is to be between the hours of 9:00 a.m. and 4:00 p.m., Tuesday through Friday. No disposal will be accepted on holidays, Saturdays, Sundays, or Mondays. Asbestos is $71.25 per ton, plus any applicable state refuse tax, with a 1 ton minimum charge for each load received.

At the Terrace Heights Landfill, the scale house attendant will direct the customer to the receiving area and inform him/her to wait for the equipment operator before disposal. The equipment operator will assure that all information on the Asbestos Waste Shipment Record is complete and correct before signing his approval. After the equipment operator has accepted the load and signed the shipment form, the form is to be presented to the scale house attendant. Improperly delivered asbestos will be rejected and the Yakima Regional Clean Air Agency will be notified.

An equipment operator shall have a site prepared for disposal and shall cover the asbestos waste material with 6 inches of compacted non-asbestos waste material within 24 hours.
